The US state will become the seventh to permit the union of gay and lesbian couples.
Governor Chris Gregoire will sign the same-sex bill into law after it was approved by 28 votes to 21 in the Washington Senate on Wednesday night.
Same-sex weddings could be legal by June unless 120,000 signatures to trigger a referendum are gathered.
Democratic Senator Ed Murray, the bill's sponsor, said it was a contentious issue and lawmakers who voted against gay marriage "are not, nor should they be accused of bigotry".
"Those of us who support this legislation are not, and we should not be accused of, undermining family life or religious freedom," said the gay lawmaker. "Marriage is how society says you are a family.
"Those of us who support this legislation are not, and we should not be accused of, undermining family life or religious freedom."
Republican Senator Dan Swecker argued that same-sex marriage would "lead to the silencing of those who believe in traditional marriage".
Same-sex marriage is now legal in New York, Massachusetts, Connecticut, New Hampshire, Iowa, Vermont and the District of Columbia.
Legislation in the states of New Jersey, Maryland and Maine is to be debated.
