Heat magazine’s annual Weird Crush poll voted the comedian as the most unconventionally sexy man who women find attractive.
He said: "Thanks – I think – to the people who voted for me. Finally, I am king of the mingers!"
Heat editor Lucie Cave commented: "Heat's Weird Crush was hotly contested this year – even Harry Styles said it was his dream to win.
"The new entry from Jon Richardson at number two shows girls do really like a man who claims he has no life or friends.
"But there can only be one winner and although Russell Howard has been hanging around in the Weird crush chart for several years – this year his fans decided it was his turn for the top-spot.
"Proof that, on Valentine’s Day, there's love out there for everyone."
