Mr Snowden, who is a former CIA agent, has been charged with espionage by US federal prosecutors after he leaked information about top-secret government surveillance programme, PRISM, last month.
He is currently in hiding and seeking asylum.
Ms Chapman rose to fame in Russia, after she posed as a real-estate agent in the US back in 2010, while gathering information for her country.
She was subsequently deported to Russia, along with nine others, in a prisoner swap with the US.
Snowden is currently believed to be in Russia and seeking asylum, a tweet appeared on Chapman's account for the agent saying: "Snowden, will you marry me?!"
Snowden is said to have applied for asylum in 21 countries after going on the run from the US.
Last month, The Guardian revealed the identity of the 29-year-old technical assistant at his own request. The request came after he told the paper that the Obama administration has been harvesting millions of phone records and monitoring internet usage.
At the time, Snowden said he chose to expose PRISM because he was "horrified" by the extent of the surveillance and no longer wanted to live in a society that monitors its residents in such a way.
He explained: "We can plant bugs in machines. Once you go on the network, I can identify your machine. You will never be safe whatever protections you put in place.
"I don't want to live in a society that does these sort of things… I do not want to live in a world where everything I do and say is recorded."
