The referendum will ask if full equality should be extended to all relationships.
The decision by the Government to hold a referendum was announced after a Cabinet meeting on Tuesday. The news also comes 20 years after homosexuality was decriminalised in the country.
It is understood the Irish Department of Justice will work on a proposed constitutional reform with the Attorney General's office over the next 12 months.
Commenting on the issue, Taoiseach Enda Kenny said: "This is a matter that the Government considered and accepted the recommendation of the Constitutional Convention that the question of gay marriage should be put to the people.
"What Government decided was that by mid-2015 this question and a number of others would be put to the people."
Since 2010, more than 1,500 couples have secured civil partnerships in Ireland.
