The 54-year-old made the comments in an interview with US television show Extra earlier this week.
Cowell, who welcomed his first child with girlfriend Lauren Silverman last month, added that he would like his son Eric to have a brother or sister.
Speaking to the publication, the millionaire said: "I was born to be a dad.
"I wouldn't rule out [more children]. Well, I got (Yorkshire terriers) Squiddly and Diddly, and I couldn't imagine Squiddly or just Diddly... I had a brother when I was younger, so I kind of think it's cool to have two or three... two."
The X Factor judge also admitted he was apprehensive about becoming a first-time father incase he would like his dogs more than his own child.
He explained: "I actually said to Lauren beforehand, 'What if I like the dogs more than him?' because I've never had a baby before, and she said, 'You're gonna be absolutely fine,' and then literally within seconds of him being born, I got it."
Cowell's relationship with US socialite Silverman first emerged last July when the music mogul had been named as a co-respondent in divorce papers filed by Ms Silverman's husband, Andrew. At the time, Mr Silverman, who was also a close friend of Cowell's, is alleged to have cited adultery as the reason for divorce. The Silvermans finalised their divorce in August 2013 and have one son together.
