The actor is said to have contacted 17-year-old Lucy Clode, from Clackmannanshire, Scotland via the photo sharing website.
Ms Clode, who was on holiday in New York with her mother, posted pictures of the actor online as he was outside a Broadway theatre. The actor asked the teenager to 'tag' him in the photos so he could see them later. He then sent a number of messages to the private school student asking her age, if she had a boyfriend and where she was currently staying in New York.
The actor also asked the girl not to release the messages, but they were soon made public.
Speaking on Live With Kelly and Michael, Franco, 35, admitted he used "bad judgement".
He added: "It's the way that people meet each other today, but what I've learned, I guess because I'm new to it, is you don't know who's on the other end.
"When you meet in person you get a feel for them, you don't know who you're talking to.
"Unfortunately in my position, not only do I have to go through the embarrassing rituals of meeting someone, but if I do that, then it gets published for the world so it's doubly embarrassing."
