Three-Person IVF Treatment 'Progresses'

Plans to use a three-person IVF technique in the UK are to "progress", the Department of Health has confirmed.

It added that a public review into the treatment has been "supportive".

The method could prevent mothers passing on serious mitochondrial diseases to their children. Around one in 6,500 babies are affected by the disease each year and can lead to muscle weakness, blindness or heart failure in the child.

A public consultation to the process received 1,850 responses. From these considerations, the Department of Health has agreed to:

• Continue with plans that the Human Fertilisation and Embryology Authority (HFEA) would have to be satisfied that there is both a particular risk of mitochondrial abnormality and a significant risk the person will develop a serious illness or condition.

• The HFEA will consider each application on a case-by-case basis.

• Only non-identifying information about the mitochondrial donor will be released to people born following mitochondrial donation when they reach age 16. That is, any children born using the procedure would not be able to find out the identity of the mitochondrial donor.

• Clarification will be given to the consent requirements around the use and storage of eggs and embryos used in the mitochondrial donation techniques.

• Further consider the recommendations of the Expert Panel, refine the draft regulations to take account of changes identified during the consultation, and discuss with the HFEA an appropriate approval process.

The Department of Health added that a number of technical and scientific details still need to be finalised before any plans are submitted to Parliament.
