Pritchard, 31, had just placed third in a ride-off in the men's keirin event at the Sir Chris Hoy Velodrome when he disappeared into the crowd and made his way towards his girlfriend. Ms Bell, who was with the couple's baby son Milo, couldn't hide her surprise when her partner popped the question.
Commenting on the proposal, Pritchard is quoted by the BBC as saying: "It has taken a lot of hard work. I couldn't tell anybody because I didn't want it to get out, it was top secret."
His partner – who said yes to the proposal – added: "I have been nagging for long enough. The ring is just like the one I took a picture of and left on the iPad."
Love was also in the air for Pritchard's fellow cyclist Aileen McGlynn. Her partner, Graham, also asked her to marry him following one of her events. She also said yes.
