The 50-year-old made a scheduled appearance on NBC's Today Show to discuss his condition. His confirmation ends days of speculation that a Hollywood actor had been diagnosed with HIV.
Speaking to Matt Lauer, the former Two And A Half Men star said that he had decided to speak out "to put a stop to this onslaught, this barrage of attacks and sub-truths."
Sheen, who also revealed that he had been diagnosed four years ago, had told a few friends that he said he could trust about his diagnosis. However, he added that he had also paid other people to keep his condition quiet. The actor, when asked how much he had paid, simply replied: "Enough to take it into the millions."
A few of those he believed he could trust, he said it turned to "blackmail and extortion and a circle of deceit."
"I trusted them, they were in my inner circle and thought they could be helpful. My trust turned to their treason," he explained, adding that a prostitute took a picture of his medication and threatened to sell it to newspapers.
He added: "I think I release myself from this prison today."
In relation to how he contracted the virus, Sheen said he didn't know, but said he doesn't feel there is a stigma attached. He also said it was "impossible" that he would have passed the disease onto anyone else.
Experiencing "personal disbelief and shame and anger" following his initial diagnosis, the actor said it "led to a descent into substance abuse and fathomless drinking", but stressed that he now feels a "responsibility to better myself and help a lot of other people."
"With what we're doing today, others may come up and say, 'Thanks Charlie, thanks for kicking the door open'," he added.
Sheen has been married three times, as well as dated a number of adult film actresses. His first marriage to Donna Peele ended after just a year. The couple have one daughter together. In 2002, he tied the knot with actress Denise Richards. They have two daughters together. In 2006, the couple divorced. Sheen then married his third wife, Brooke Mueller, with whom he has twin sons. The couple's divorce was finalised in 2011. Last year, the actor announced he was to marry adult film star Scottine Ross, but the wedding was called off in October, just one month before they were planning to marry.
Sheen is understood to have told Richards and Mueller, as well as his eldest daughter, about his diagnosis.
