The discovery of the baby girl was made by a member of staff at the plant in Wicklow, Co Bray, at around 11am on Wednesday morning.
In a statement, Superintendent Pat Ward said: "We don't know what exactly happened leading up to the birth of the baby. However, it is possible that the baby was still born and if this is the case my priority now is to get all medical assistance and support to the baby's mum.
"I am very concerned for the welfare of the mum of this baby as she is possibly in a distressed state and in need of medical assistance. I would please ask for the mum to seek immediate medical treatment."
The body has been removed to Loughlinstown Hospital and a post-mortem is due to be carried out today, 5 May.

An investigation has been launched following the discovery of a newborn baby's body at a recycling facility in Ireland.The discovery of the baby girl was made by a member of staff at the plant in Wicklow, Co Bray, at around 11am on Wednesday morning.
