The 31-year-old 'Transformers' star was arrested in the foyer of a hotel in the US state of Georgia in the early hours of Saturday, 08 July.
According to Savannah-Chatham Police, the incident started when LaBeouf walked up to a stranger and a police officer and asked for a cigarette.
In a statement, police said: "When LaBeouf wasn't given a cigarette, he became disorderly, using profanities and vulgar language in front of the women and children present.
"He was told to leave the area and refused, becoming aggressive toward the officer. When the officer attempted to place LaBeouf under arrest, LaBeouf ran to a nearby hotel.
"LaBeouf was arrested in the hotel lobby, where his disorderly behaviour continued."
Video footage of the arrest has now emerged online. In it, the actor says "you're going to hell, straight to hell, bro" towards a black officer. He also repeatedly swears at the officers and accuses them of being racist for "arresting [him] for being white".
In his apology, the actor said: "I am deeply ashamed of my behavior and make no excuses for it.
"I don't know if these statements are too frequent, or not shared often enough, but I am certain that my actions warrant a very sincere apology to the arresting officers, and I am grateful for their restraint. The severity of my behaviour is not lost on me.
"My outright disrespect for authority is problematic to say the least, and completely destructive to say the worst. It is a new low. A low I hope is a bottom.
"I have been struggling with addiction publicly for far too long, and am actively taking steps toward securing my sobriety and I hope I can be forgiven for my mistakes."
